Since the German Cash Register Security Regulation (KassenSichV) came into force in 2020, all businesses in Germany using electronic cash register systems have been legally required to use a certified technical security device (TSE). Anyone working with non-compliant POS software risks heavy fines and problems during tax audits. Professional cash register management software meets all legal requirements – GoBD-compliant (the German principles for proper digital record-keeping), TSE-certified and always legally up to date. In the Financial Accounting section of Lizenzindustrie you will find leading cash register management software as verified licences – delivered by email at an attractive price.
What are the legal requirements for POS software in Germany?
The legal requirements for electronic cash register systems in Germany are clearly defined and binding on all businesses with electronic tills:
Cash Register Security Regulation (KassenSichV): Since 1 January 2020, all electronic cash register systems must have a certified technical security device (TSE). The TSE logs all till transactions in a tamper-proof and unalterable way – every transaction receives a unique signature that makes any subsequent manipulation detectable.
GoBD compliance: The German principles for the proper keeping and retention of books, records and documents in electronic form (GoBD) also apply to cash register systems. All till transactions must be stored unalterably, fully logged and accessible for the statutory retention periods (eight or ten years depending on the document).
Obligation to issue receipts: Since 1 January 2020, customers must receive a receipt for every transaction – on paper or, on request, digitally. The receipt must be issued automatically by the cash register system.
Cash book: The daily cash book must be kept completely and in a tamper-proof manner – with a daily closing and seamless documentation of all income and expenditure.
Registration obligation: Cash register systems must be registered with the responsible tax office – since 2025 electronically via ELSTER, the German tax authorities' online portal, including the TSE in use.
Who is cash register management software relevant for?
POS software is relevant for all businesses that carry out cash transactions or accept payments directly at the point of sale:
- Retail: Clothing shops, bookshops, supermarkets, pharmacies, florists and all other bricks-and-mortar retailers.
- Hospitality: Restaurants, cafés, bars, takeaways and hotels – with special requirements for table management, split bills and tip documentation.
- Service providers: Hairdressers, beauty salons, massage practices, gyms and other service providers with direct customer contact and cash payments.
- Tradespeople and sales agents: Mobile cash register systems on tablets and smartphones are also covered by the Cash Register Security Regulation.
What should good cash register management software be able to do?
- TSE certification: Integration of an approved technical security device – cloud-based or as a hardware solution. Without a TSE, the cash register system is not legally compliant.
- GoBD-compliant data storage: Unalterable, tamper-proof storage of all till transactions with complete logging.
- Receipt issuing: Automatic receipt creation for every transaction – via receipt printer or digitally.
- Daily closing and cash book: Automatic end-of-day closing with cash reporting and a complete cash book.
- Item management: Maintenance of items with prices, VAT rates, barcodes and stock integration.
- Payment methods: Cash, debit card, credit card, vouchers and other payment methods.
- Interface to accounting: Direct data export to your accounting software – with no manual follow-up postings.
- Reports: Sales reports, item sales, cashier reports and other analyses at the touch of a button.
- Automatic updates: The software is updated automatically when legislation changes.
POS software for retail vs. hospitality
The requirements for POS software differ considerably from sector to sector:
Retail above all needs powerful item management with barcode scanner integration, integrated stock and inventory management, flexible discount and voucher systems and a simple, fast checkout interface for quick transactions.
Hospitality has special requirements: table management with a graphical table overview, order management for open tables, split bills when guests pay separately, kitchen printer integration for order tickets, tip documentation and closing time management.
Mobile cash register systems – on an iPad, Android tablet or smartphone – are suitable for market traders, tradespeople and mobile service providers. Cloud-based TSE solutions make legally compliant cash handling possible here too.

TSE – the technical security device explained
The technical security device (TSE) is the centrepiece of the new Cash Register Security Regulation. It consists of three components:
- Security module: Generates a unique cryptographic signature for every transaction – so any subsequent manipulation is immediately detectable.
- Storage medium: Stores all transaction data in a tamper-proof way – locally on a hardware module or cloud-based.
- Digital interface: Enables all till data to be exported for tax audits in a standardised format (DSFinV-K).
TSE solutions are available either as local hardware (USB stick, SD card, integrated module) or as a cloud-based solution. Both variants are legally approved.

Frequently asked questions about cash register management software
Does my till really have to be TSE-certified?
Yes – since 1 January 2020, a TSE has been a legal requirement for all electronic cash register systems in Germany. Exemptions apply only to businesses that exclusively use an open cash drawer (cash kept in a drawer without an electronic system). Anyone operating an electronic cash register system without a TSE risks heavy fines and problems during tax audits.
What happens during a tax audit if my till is not legally compliant?
If your till is not legally compliant, a tax audit can result in fines of up to 25,000 euros. In addition, the tax office may estimate additional income if the till data are not in order – which can lead to considerable back tax payments. Legally compliant POS software is therefore not only a legal obligation but also a business necessity.
What is the difference between POS software for retail and for hospitality?
Retail tills are optimised for fast checkout with a barcode scanner, basket management and stock management. Hospitality tills additionally offer table management, open tab management, split bills, kitchen printer integration and tip documentation. Both variants must be TSE-certified and GoBD-compliant.
How quickly will I receive my licence key?
Usually 5 to 30 minutes after payment is received (daily 9:00–21:00) – your activation key is delivered by email. Activation via the manufacturer's official servers takes just a few minutes.
